Tipperary Children and Young Peoples Services Committee (CYPSC) is a county level committee that brings together the main statutory, community and voluntary providers of services to work together for better outcomes for children and young people, aged 0 – 24 years, in Co. Tipperary. It provides a forum for the identification of key priority issues, for joint strategic planning to address these and for co-ordination of planned actions to ensure that the key needs of children, young people and their families are identified and are addressed through inter-agency work.

The Five National Outcomes for Children and Young People

The Government policy document, ‘Better Outcomes Brighter Futures’ identifies Five National Outcomes for Children and Young People. These are that they are:

  1. Active and Healthy, with positive Physical and Mental Wellbeing
  2. Achieving their full potential in learning and development
  3. Safe and Protected from Harm
  4. Economically Secure and with Opportunities to achieve this.
  5. Connected, Respected and Contributing to their World

The Five National Outcomes frame the approach of the CYPSC to identifying and addressing the needs of children and young people.

Tipperary CYPSC was set up in July 2015 and over the following three years, it developed its Children and Young People’s Plan. Based on research on the 2016 Census returns and on consultation with all age groups of children and young people, with parents and with front-line staff, the first Tipperary Children and Young People’s Plan, 2018 – 2020, gives an up-to-date picture of the priority issues for children and young people in the county under each National Outcome and outlines actions to address these.

  * Tipperary Comhairle na nÓg is the local council for young people, aged 12 – 17 years, that gives them a voice in the development of local policies and services.

There are five CYPSC Sub-Groups, each aligned with one of the Five National Outcomes and with responsibility for the progress of actions in the Children and Young People’s Plan related to their specific National Outcome.
