Access & Inclusion Model (AIM) provides a range of supports for children with special needs to facilitate attendance in mainstream Early Years pre-school services. The 7 levels of supports range progressively from the universal, fostering an inclusive environment, to targeted supports, e.g., access to therapy services, additional assistance in the pre-school room.
Target Group: Children with Special Needs eligible for the Early Childhood Care and Education (ECCE) scheme
ASD Special Classes cater for the needs of children with Autism who are of school going age and are attached to mainstream and special schools.
The pupil-teacher ratio in these classes is 6:1 and pupils are further supported by a minimum of two Special Needs Assistants per class.
There are 10 pre-school classes in 6 Primary Schools, 57 classes in 32 Primary Schools, and 33 classes in 15 Secondary Schools, mainly TETB, around the county as follows:

Early Years Childcare services are listed below under two categories: Community Childcare and Private Childcare services.
Community Childcare Services are pre-schools developed and operated by a voluntary management committee of parents and/or members of the community. Private Childcare Services are pre-schools run by individual operators as private business enterprises.
The HSE Disabilities Occupational Guidance Service provides information, advice, support and direction to people with a disability who wish to access rehabilitative training and sheltered services.

‘Lus na Gréine’ is a child development centre and registered preschool for children with disability, aged 2.5 - 5 years, resident in the South Tipperary Community Care area.
Target group: Children aged 2.5 - 5 years, from Clonmel and environs, with the following;
The National Educational Psychological Service (NEPS) works in both primary and post-primary schools and is concerned with learning, behaviour, social and emotional development. The NEPS Psychologists work in partnership with teachers, parents and children in identifying educational needs. They offer a range of services aimed at meeting these needs, for example, supporting individual students through consultation and assessment, special projects and research.

North Tipperary Early Intervention and School Age Teams provide specialist therapeutic assessment and intervention to children of two age groups, respectively, with complex disabilities and/or developmental delay. The services are delivered by multi-disciplinary teams, on a partnership basis between HSE Disabilities service and Enable Ireland. The Early Intervention Team caters for children, aged 0 – 5 years, the School Age Team for the age group, 6 – 17/18 years.

The Visiting Teachers for Children and Young People who are hard of hearing are qualified teachers with particular skills and knowledge of the development and education of children with varying degrees of hearing loss. They offer longitudinal support to children, their families and schools from the time of referral through to the end of post-primary education. For children, aged 0 – 5 years, the service provides advice and support to parents at home.
Visiting Teacher for Children and Young People who are Visually Impaired are qualified teachers with particular skills and knowledge of the development and education of children with varying degrees of visual impairment. They offer longitudinal support to children, their families and schools from the time of referral through to the end of post-primary education. For children, aged 0 – 5 years, the service provides advice and support to parents at home.
